The Daniel Craig James Bond era introduced Quantum as a new organization, later revealed to be a terrorist cell subsection of Spectre. SMERSH was broken into five departments Department 1 was in charge of counterintelligence, even among Soviet organizations domestic and foreign, Department 2 was in charge of operations and executions, Department 3 was simply administration and finance, while Department 4 was devoted to personnel, investigations and legal work, and Department 5 was in charge of judging victims and prosecutions. It appeared for the last time in No Time To Die, when it ambushed Daniel Craig's Bond at Vesper Lynd's grave and set a trap intended to take the secret agent's life, but Blofeld (Christoph Waltz) and the rest of the leadership was eliminated by Lyutsifer Safin (Rami Malek), effectively ending the organization. By the modern Bond era, Spectre was an international criminal organization with an extensive intelligence network and elaborate facilities with tech to rival MI6.

In the first few decades of Bond films from EON Productions, SPECTRE began as a cohort of professional criminals from groups as disparate as the Gestapo, the Mafia, SMERSH, and various drug-smuggling operations. During the Cold War, it adopted a strategy that saw it sitting on the sidelines while two superpowers fought and then stepping in to engage the weakened victor, with no moral compunction about whom it would associate based on political allegiances or ideologies. For Blofeld's purposes, SPECTRE was a commercial enterprise that occasionally expressed interest in world domination, but only on behalf of mysterious third-party nations. Blofeld made his first official appearance in From Russia with Love, and SPECTRE was some manner of antagonist in Thunderball, You Only Live Twice, On Her Majesty's Secret Service, and Diamonds Are Forever.
